I believe some actually require you to have a gamepad plugged in (which often times, so happens to be the 360 gamepad), so couldn't Capcom make the game PC-compatible, but require you to have a compatible gamepad??
Personally, this doesn't affect me, since I know for a fact I'll be playing SSF2THDR on my 360 (better set & sound system, after all). But still, for those who prefer gaming on their PCs, (so long it's economically feasible) the game really should be available on their platform of choice.

Tony (the creator of GGPO) been kind enough to meet with us a couple of times and he was one of the Evo players who came in to give us feedback on the rebalanced mode. That said, I'd still maintain that the PC fighting game market has ALWAYS tanked and I'm really not willing to incurr the costs to bring content to that platform where I know it's not going to do more than 25K units max.
It's a losing proposition.
